Command Authority level between the DoD, POTUS, Intel Agencies, and even Congress (Armed Services and Intelligence Committees).

The "40 mile Russian convoy" is highly probably old Soviet and Russian tactics of at minimum a Motorized Rifle Regiment (MRR) and more likely a Motorized Rifle Division (MRD) uncoiling as they attack Kyiv. Airborne, Recon, others and I probably studied and trained against this stuff in the 80s, 90s, even early 2000s before 9/11! This invasion took a bit to position forces and if the USA ignored the satellite imagery, signals intel, and human intel leading up to this.....we have become an inept Nation in all things Diplomatic, Informational, Military, Economic instruments of strategic National power.
